Manitoba Skilled Worker Immigration
The Skilled Worker categories under the Manitoba Provincial Nominee Program (MPNP) operate on the basis of an Expression of Interest (EoI) system. In order to be considered for provincial nomination from Manitoba under these categories, the candidates must first submit an Expression of Interest to the MPNP. Each profile will then be awarded a score based on a number of eligibility factors and the highest scoring candidates are invited to apply for provincial nomination in the subsequent Expression of Interest draws.
The Manitoba Skilled Worker immigration has two pathways:
•Skilled Worker in Manitoba category
•Skilled Worker Overseas category
Skilled Workers in Manitoba
Qualified temporary foreign workers and international student graduates currently working in Manitoba can apply for provincial nomination under this category. The candidates must also have a permanent job offer from a Manitoba employer and demonstrate the skills and qualifications to successfully establish themselves in Manitoba. Besides they must also meet certain other criteria set for the Skilled Workers in Manitoba pathway. The Manitoba employers who issue the job offer to the foreign worker must also meet certain criteria.

Skilled Worker Overseas
The Skilled Worker Overseas category targets foreign workers residing outside Canada but can demonstrate a previous connection to Manitoba. The eligibility of the candidates is assessed on the basis of a number of factors such as age, language proficiency, work experience, education etc.
Basic requirements
The basic requirements for candidates to apply for provincial nomination under Skilled Worker Overseas category are:
•A minimum score of 60 out of 100 in the points assessment grid
•A previous connection to Manitoba in the form of support of friends or family; or previous work experience or education in the province; or an Invitation to Apply issued by MPNP.
Each of these forms of connection to the province further needs to meet a few additional criteria.
Support of friends/family
If a Manitoba resident wants to support a foreign worker to receive provincial nomination, they must:
•Be living in Manitoba continuously for at least one year
•Be a Canadian citizen
•Prove that they have a close connection to the applicant and the province. If the person is a close relative of the applicant, they must produce documental evidence to prove the same.
•Prove that the applicants they previously supported, if any, have successfully settled in Manitoba
•Able to support the Settlement Plan of the applicant
One must note that paid immigration representatives, Canadian elected officials and their staff are not allowed to be Manitoba Supporters. Also, children living in Manitoba cannot support their parents. Instead they may apply to Parents and Grandparents Program to bring their parents to Manitoba.
Manitoba Work Experience
In order to claim Manitoba Experience, the applicant must have lived in the province as either a temporary worker or as an international student in the past.
Candidates with Manitoba Work Experience must:
•Have worked full-time for a Manitoba employer for at least six months
•Submit a signed reference letter from the employer on company letterhead
•Submit a copy of their work permit as a proof of their Manitoba work experience
Manitoba Educational Experience
Candidates with educational experience in Manitoba must:
•Have completed an authorized study program at a recognized post-secondary institution in Manitoba
•Submit study permit, academic transcripts and certificate, and diploma or degree they received.
Manitoba Invitation
MPNP regularly issues invitations to qualified candidates through one of its Strategic Recruitment Initiatives. The candidates who receive invitations this way can use this connection to Manitoba to obtain provincial nomination.
Manitoba Express Entry pathway
Manitoba Skilled Worker Overseas stream is further divided into two pathways:
•Express Entry Pathway
•Human Capital Pathway
Manitoba Express Entry Pathway
Candidates with high human capital such as skills, work experience in Manitoba’s In-demand occupations and a strong family connection to the province can apply under the Express Entry pathway of MPNP Skilled Worker Overseas category. The candidate must also meet the Express Entry criteria and have an active Express Entry profile.
Minimum requirements
•An active Express Entry profile. The candidate must submit a valid Express Entry ID and a Job Seeker Validation Code
•Minimum six years of work experience in one of the occupations featured in the In-demand Occupations List of Manitoba
•Minimum level of language proficiency(Minimum CLB/NCLC 7 for NOC 0 or A/Minimum CLB/NCLC 6 for NOC B)
•Minimum post-secondary level education with the duration of the course being at least one year. Some positions may also require registration and licensure
•Age must be 18 years or above
•Adaptability and intent to permanently settle in Manitoba, besides the support of a close friend or relative, who has been residing in Manitoba continuously for at least one year
•Settle enough financial resources to settle in Manitoba
Human Capital Pathway
Skilled worker applicants with the skills and training aligned with the In-demand Occupations List of Manitoba can aply under this pathway. They also need to demonstrate high potential and establish strong labour market attachments to their occupation, once they arrive in Manitoba.
Points Assessment for Manitoba Skilled Worker Overseas category
In order to be eligible for provincial nomination, the Skilled Worker Overseas category candidates must score at least 60 out of 100 points on the points assessment grid. Points are awarded to candidates on the basis of five eligibility factors, which are language proficiency, age, work experience, education and adaptability.
Candidates with a job offer of NOC C or D need to have language proficiency level equal to at least Canadian Language Benchmark (CLB) 4 in English, or niveaux de compétence linguistique canadiens (NCLC) 4 in French. A previous connection to Manitoba in the form of work/educational experience or a close relative residing in Manitoba is a mandatory requirement for all candidates under this category. However, points may be awarded for only one type of connection.
When a candidate submits an Expression of Interest under the Skilled Worker Overseas category, they are automatically ranked based on their score. The highest scoring candidates are invited by Manitoba to apply for provincial nomination.
Manitoba Expression of Interest system
In order to migrate to Canada through Manitoba Provincial Nominee Program(MPNP), a candidate must first submit an Expression of Interest. The submission process involves answering a series of questions. Based on the information provided as aswers to these questions, the candidates will be assigned a score. The highest scoring candidates will be invited to apply for provincial nomination from Manitoba.
The Manitoba Expression of Interest system has not set a limit to the number of EoIs it accepts. Neither does it have a deadline.
Manitoba Expression of Interest pool
- 1.If a candidate successfully submits an Expression of Interest, their profile is entered to the Manitoba Expression of Interest pool.
- 2.Your profile will remain valid for one year from the date of submission. During this period, the candidate can improve their score either by improving the language score by reappearing for the test or by gaining more work experience.
- 3.Each profile will be awarded EoI Ranking Points based on the information provided in your profile.
- 4.The highest scoring candidates will be invited to apply for provincial nomination from Manitoba in the draws that are conducted by MPNP regularly
- 5.The candidate can submit the application for provincial nomination using the same login information for their Expression of Interest profile
- 6.The candidate must make sure that all the information provided in the EoI profile are true and accurate
- 7.The candidates can update information in the EoI profile
- 8.Providing false information may lead to refusal of the application. The candidate may also be barred for two years from submitting the application again.
Candidates who receive Letters of Advice to apply in the MPNP draws can apply for provincial nomination within 60 days. Along with the application, the candidate needs to provide documents to support the information they have provided in their Expression of Interest profile.
