The Canadian Province of Quebec has released its Annual Immigration Levels Plan for 2023. As per the Plan, Quebec will be admitting 52500 new permanent residents in the next year. The target is the same as the target set for the current year. As per the Plan for 2023, most of the new immigrants in Quebec will come to the province through the economic immigration programs, which include the Quebec Skilled Worker Program and Quebec Experience Class Program. The candidates belonging to this category will comprise 65% of the total immigrants. Among the economic category immigrants, 29500 will be skilled workers and 4300 will be business immigrants. They include investors, entrepreneurs and the self-employed. Other than economic immigrants, family class immigrants, refugees and other immigrants will also come to Quebec and they will comprise the remaining 18100.
Migrating to Quebec
Quebec’s provincial government presents its Annual Immigration Plan every year. It provides information on the number immigrants Quebec will be admitting that year. Quebec is the only province in Canada that presents Annual Immigration Levels Plan. It has more autonomy on matters related to immigration compared to other Canadian provinces. As per the Quebec-Canada Accord that came into existence in 1991, Quebec has the responsibility for setting up its own admission targets. However, immigration remains a shared responsibility between the federal and provincial governments.
Francophone migration to Quebec
Quebec has particular interest promoting immigration of the French speakers as it is a francophone province. Quebec’s Ministry of Immigration, Francization and Integration expects that 79 percent of all economic immigrants in 2023 will have knowledge of the French language. Also, 66 percent of immigrants across all categories will have French knowledge.
Those who wish to move to Quebec must apply directly to the province. Quebec has its own criteria and procedures for selecting immigration candidates. If selected, they will get the Quebec Selection Certificate with which, they may apply for permanent residence in Canada.
