Immigration, Refugees and Citizenship Canada (IRCC) has conducted its largest Canadian Experience Class (CEC) Express Entry draw 384 of 2025, issuing 6,000 Invitations to Apply (ITAs) for permanent residence. The draw saw a minimum Comprehensive Ranking System (CRS) score of 520, marking an 11-point drop from the previous CEC-specific draw held on November 26.This round highlights IRCC’s continued focus on in-Canada applicants as part of the 2025–2027 Immigration Levels Plan, which places strong emphasis on retaining skilled workers with Canadian experience.

CEC Express Entry draw 384 Breakdown

  • Program: Canadian Experience Class (CEC)
  • ITAs issued: 6,000
  • Minimum CRS score: 520
  • Tie-breaking rule: Profiles submitted before July 15, 2025, at 1:30 p.m. EST

The tie-breaking rule applies when multiple candidates have the minimum CRS score. Only candidates who submitted their profiles before the specified timestamp received an ITA.

IRCC’s Recent Draw Activity

This Express entry draw follows a Provincial Nominee Program (PNP) draw on December 8, which invited 1,123 candidates with a minimum CRS of 729.

So far in 2025, IRCC has conducted:

  • 23 PNP draws
  • 14 CEC draws
  • 8 French-language draws
  • 6 healthcare & social services draws
  • 2 targeted education occupation draws
  • 1 trade occupation draw

IRCC has now issued 101,099 ITAs in 2025 surpassing last year’s total of 98,903.

CEC candidates are considered crucial to Canada’s labour market because they already have:

  • Canadian work experience
  • Strong language proficiency
  • Established ties within Canada

The latest levels plan allocates over 80,000 spots for in-Canada applicants, making the CEC program a central pathway to permanent residence in 2025.
