Canada has released the Immigration Levels Plan for 2023-2024 and as per the Plan, the country would be welcoming 500000 new immigrants in 2025. The target set for 2023 in the new plan is 465000 and for the year 2024 is 485000.
Canada set a record in 2021 by welcoming 405000 new newcomers. For the current year, Canada targets to welcome 432000 new immigrants.
Express Entry, PNP immigration targets
In the new Plan, as in the previous ones, majority of the new immigrants would be invited through economic class programs such as Express Entry and Provincial Nominee Programs. In 2023, a total of 82880 new immigrants will be welcomed through Express Entry. The target set for Express Entry in 2024 is 109020 new immigrants. For 2025, the target is 114000 new immigrants. As for the Provincial Nominee Programs, the targets will be 105500 for 2023, 110000 for 2024 and 117500 for 2025.
Family class immigration targets
Canada’s immigration policy gives the highest priority to family reunification. So, family class sponsorship will be the second largest permanent residence class set out by the latest Immigration Levels Plan. Under this class, permanent residents can sponsor their close family members like spouse, parents, partners and children for permanent residence in Canada. Canada will continue to welcome around 80000 family class immigrants each year during the plan period. For the Parents and Grandparents Program, the targets are set as 28500 for 2023, 34000 for 2024 and 36000 for 2025.
Why Canada needs more immigrants?
At present, Canada is reeling under severe labour shortage crisis with almost one million jobs lying vacant. This is one of the major reasons why Canada has increased the immigration targets for the coming years. Further, the low birth rate has also created a demographic crisis as the country’s population is aging fast and the number of working age citizens is dwindling. The Immigration Levels Plan aims to tackle this crisis as well.
As per the Immigration and Refugee Protection Act (IRPA), the Canadian government must announce the Immigration Levels Plan by November 1 each year. The Plan provides information on the number of immigrants the country would be welcoming each year.
