Canada has so far welcomed nearly 50000 newcomers through its Temporary Residence to Permanent Residence Pathway. The pathway was launched in 2021, when border restrictions related to the COVID pandemic were still in place. However, data indicates that more permanent residents came through the program in the first five months of 2022. Those who have applied for Permanent Residence under the TR to PR program are eligible to apply for open work permits, if their temporary residence status expires before their application is finalized.
Under the TR to PR program, Canada is planning to accept:
- 20000 applications from temporary workers in healthcare
- 30000 applications from temporary workers in other selected occupations
- 40000 applications from international graduates
Unlimited number of applications is being accepted from French speakers in each of the three categories.

TR to PR pathway
TR to Permanent Residents pathway was launched in April 14, 2021, targeting over 90000 essential workers and international graduates who are already residing in Canada. To be eligible, those who are working under the temporary foreign worker streams must have at least one year of Canadian work experience in a healthcare sector or pre-approved essential occupation. Graduates must have completed their studies in a Canadian college or university within the last four years.
Work Permits for TR to PR pathway applicants
TR to PR pathway applicants, whose applications are not finalised, may apply for an open work permit. The applicants can get a work permit with an end date of December 31, 2024, provided their passport is valid that long. Around 2500 TR to PR applicants have received their open work permits in this manner, with an end date of December 31, 2022. They can have their work permits extended further, if their passports do not expire before December 31, 2024.
