In the first all-program Express Entry draw held after a gap of 18 months on July 6, the Immigration, Refugees and Citizenship Canada (IRCC) invited Federal Skilled Worker Program (FSWP) candidates and Canadian Experience Class (CEC) candidates to apply for permanent residence in Canada. The FSWP candidates are being invited for the first time since December 2020. CEC candidates are being invited for the first time since September 2021. In total, 1500 Express Entry candidates received invitations in the draw held on July 6. The minimum Comprehensive Ranking System (CRS) cut-off score of the invited candidates was 557. A tie-break rule was applied and only those profiles submitted after November 13, 2021 were selected for invitation.
The all-program draw is a historic development as far as the Federal Skilled Worker Program (FSWP) candidates are concerned. Until 2020, FSWP used to be the major pathway for Canada to welcome skilled immigrants. Before the pandemic, FSWP candidates comprised around 45% of all those who received an Express Entry ITA. But owing to the border restrictions imposed in the wake of the pandemic, Canada had to stop issuing invitations to overseas candidates.
The all-program draw has also brought a lot of hope for Canadian Experience Class (CEC) candidates as well. CEC candidates comprised around one-third of over 405000 immigrants landed in Canada last year. But the Immigration, Refugees and Citizenship Canada (IRCC) stopped inviting CEC candidates in September 2021, mainly owing to the huge backlog of Express Entry applications. Since then, only PNP candidates were invited to apply for permanent residence in Canada through Express Entry.

To receive an Express Entry invitation, a candidate must first create an Express Entry profile. The All-program Express Entry selects candidates on the basis of various human capital factors such as age, education, work experience, language skills etc. Based on these criteria, each candidate is awarded a Comprehensive Ranking System score or CRS score.

The highest-scoring candidates are invited to apply for permanent residence in Canada in the Express Entry draws that are conducted every two weeks. The invited candidates may apply for permanent residence with complete documents within 60 days. Most of the Express Entry applications are processed within six months. By 2024, Canada will be welcoming more than 110000 Express Entry immigrants each year.
