The Ontario Immigrant Nominee Program (OINP) nominated a total of 13731 candidates for permanent residence in Canada in 2019. The total number of nominated candidates comprised 7400 principal applicants and their spouses and dependents. The initial nomination allocation for Ontario for the year was 6650, which the province reached in December 2019 itself. Later the federal government allocated an additional 700 nominations, considering the high demand for Ontario nomination. Now Ontario is putting pressure on the federal government of Canada to increase its nomination allocations, to more than 13000 by 2022.
In a statement regarding the immigration nominations in 2019, OINP said: “It is crucial that Ontario’s provincial nominee program grows significantly over the coming years in order to respond to employers’ most pressing labour market needs and support economic development and job creation in Ontario.”
In 2019, Ontario issued the highest number of nominations, 2710 in total, through the Express Entry Human Capital Priorities Stream. It constitutes 37 per cent of the total number of nominations issued by the province. The Employer Job Offer: International Student stream issued 1347 nominations and Employer Job Offer: Foreign Worker stream issued 1195 nominations. Together, these three streams issued more than 70 percent of the total nominations from Ontario in 2019.
The number of IT immigration candidates who received nominations from Ontario increased in 2019, as the province launched Tech Draws through the Human Capital Priorities Stream in 2019. One third of the total nominations issued went to candidates who had either a job offer or work experience in a tech-related occupation. The highest number of nominations went to software engineers and designers, 935 in total. Computer programmers and interactive media developers received 598 nominations. It is expected that Ontario would continue to issue a high number of nominations to tech workers in 2020 too.
Francophone candidates constituted 6.1 percent of the total number of immigration candidates who received nominations in 2019. As Quebec has cut down its immigration levels, Francophone candidates are increasingly exploring opportunities in other provinces. Most Francophone candidates received Ontario nominations through either French-Speaking Skilled Worker Stream or Human Capital Priorities Stream.
The demand for nominations from Ontario was high in 2019 and many of the OINP streams had to be paused throughout the year because of this reason. The Ontario Masters Graduate Stream could be opened only for two days in 2019. The Employer Job Offer: International Student Stream remained open for 116 days will Employer Job Offer: Foreign Worker Stream was open for 143 days. Other streams were open throughout the years.
