The Canadian government is expected to announce the Immigration Levels Plan (ILP) for the period 2023-2025 on November 1. It will be the second Immigration Levels Plan to be announced in the current year. The first one was announced in February, after the federal election on September 20, 2021.
As per the Immigration and Refugee Protection Act (IPRA), the Canadian government is supposed to announce the Immigration Levels Plan on November 1st of every year. It did not happen last year, as the Parliament resumed only on November 22, 2021 after the elections. Then the Parliament sat for only 19 days, after which the holiday break began. According to IPRA, the Plan must be announced within 30 days of Parliament reconvening. So the Plan was announced after the Parliament resumed in mid-January 2022.
Canada Immigration Levels Plan 2022-2024
As per the Immigration Levels Plan 2022-2024, Canada is planning to welcome 431645 permanent residents in 2022. By 2024, this target will be increased to 451000 new permanent residents. So far in 2022, Canada has welcomed more than 300000 new permanent residents. Most of these immigrants were admitted through the economic class programs of Canada. The Plan also targets to bring 105000 family class immigrants. However, all these targets may change when the new Immigration Levels Plan is announced.
Expectations regarding the new Immigration Levels Plan
Usually, the target level increases with each new ILP. In 2016, the total target was just 250000 immigrants. In 2021, Canada set a new record by welcoming 405000 new immigrants in total. As per the current ILP the target for 2023 is 447055 and for 2024, the target is 451000. The IRCC sets immigration target in the ILP after consulting with various government departments and other stakeholders.
The Immigration Minister of Canada has hinted that the target for the coming years may be as high as 500000. He had also said that he would consult with provinces to better understand their labour market needs, before structuring the future Immigration Levels Plan, so that they would be able to target skilled immigrants required to bolster their workforce.

Thus they help the government go ahead with their infrastructure development, free healthcare and education services as well as pensions.
