Canada invites 3,000 Express Entry candidates in a category-based draw targeting Healthcare Workers having a minimum CRS score of 463

Immigration, Refugees and Citizenship Canada (IRCC) has a targeted Express Entry draw in which 3,000 ITAs for permanent residence were issued to healthcare professionals. It was the third category-based draw for healthcare workers this year. Candidates invited in this draw had a minimum Comprehensive Ranking System (CRS) score of 463. The tie-breaking rule used was October 21, 2024 at 16:12:39 UTC.

This draw highlights Canada’s continued focus on attracting skilled healthcare workers to address labor shortages and support its healthcare system. The addition of this draw brings the total number of healthcare workers targeted in 2024 to 10,250. While some healthcare workers may have been selected in general draws, Canadian Experience Class draws, or Provincial Nominee Program (PNP) draws held earlier this year, it is highly likely that healthcare workers have received invitations through at least the PNP rounds. In fact, provinces including Alberta, British Columbia, Ontario, and Prince Edward Island have also subjected specific PNP draws for 2024 in order to attract healthcare workers.

Earlier this week, IRCC had the smallest PNP draw of 2024, along with a small CEC draw. We believe that this emerging trend of reduced draw sizes is likely influenced by the adjustments outlined in the 2025-2027 Immigration Levels Plan.
