Quebec started issuing invitations for the first time through Arrima system on July 4. Arrima system is the Expression of Interest system introduced for the Quebec Skilled Worker Program replacing the old first come, first served approach to accepting applications. The candidates who have received invitations can apply for Quebec Selection Certificate (CSQ) within 60 days.
The Government of Quebec introduced the Arrima System in September 2018 with an aim to manage the applications to the Quebec Skilled Worker Program (QSWP). Under the system, overseas skilled workers interested in migrating to Quebec can create an Expression of Interest profile and submit it into the bank of QSWP candidates.
According to the Government of Quebec, in the issuing of the first invitations through Arrima, those candidates who either have a validated job offer from a Quebec employer or those who meet any one of the following conditions will be given priority:
- Those who had their application for a Quebec Selection Certificate terminated on June 16, 2019 and were a temporary resident in Quebec at the time of submitting the application
- Those who had their CSQ application terminated on June 16, 2019 and were working or studying in the province while submitting the application.
On June 16, Quebec cancelled around 16000 pending applications to the QSWP, which had been submitted before the Expression of Interest system came into existence. Those candidates whose applications were cancelled but are yet to create an Arrima profile can do so before December 16, 2019, if they wish to be invited to apply for a CSQ. Quebec’s Immigration Ministry (MIDI) has informed that several invitation rounds would be conducted for the above described prioritized candidates till January 16, 2020.
