Manitoba Provincial Nominee Program allows the province to select candidates who can meet its unique labour market requirements and nominate them for permanent residence in Canada. In order to receive a provincial nomination from Manitoba under either Skilled Workers in Manitoba Stream or Skilled Workers Overseas stream, a candidate must first register an Expression of Interest with the MPNP. Each Expression of Interest profile is then assessed and awarded a score out of 1000 based on various factors such as age, education and previous connections to the province. The candidates with the highest scores will receive an invitation to apply for provincial nomination in the MPNP draw.

To be eligible for provincial nomination under the Skilled Workers Overseas Stream, a candidate must have close family ties, previous study or work experience in the province or an invitation received through one of the Strategic Recruitment Initiatives of Manitoba. It is not necessary for the candidate to be living in Manitoba at the time of submitting the application to be eligible.

To receive an invitation under the Skilled Workers in Manitoba category, a candidate must have a full-time job offer from a Manitoba employer. International Education Stream candidates must demonstrate  in-demand skills in order to be eligible.

The Express Entry candidates who receive a provincial nomination will have 600 additional Comprehensive Ranking System(CRS) score points added to their total CRS score. This would guarantee them an Invitation to Apply for permanent residence in Canada in a subsequent Express Entry draw.
