Canada Express Entry is a faster and simpler way for individuals and families from across the world to migrate to Canada. The Express Entry system that came into existence in 2015 manages and processes applications received through Canada’s federal economic immigration programs. The candidates are selected for Canada immigration through Express Entry based on their Comprehensive Ranking System (CRS) scores. When we observe the common pattern of Express Entry draws that were held in 2018, we can see that the minimum CRS score requirement to be invited to apply for permanent residence swung between 440 and 445 points. Immigration experts are of the opinion that the minimum CRS requirement is less likely to come down from this range in the near future. So, the best option for those with low CRS score is to find an alternative way to obtain Canada PR.
Applying for provincial nomination through the Human Capital Priorities (HCP) Stream is a great option for them. This Express Entry-linked stream of Ontario Immigrant Nominee Program (OINP) has recently been revised to make it accessible for more eligible immigrants. Earlier, candidates were required to have a minimum CRS score of 400 to be considered under the stream. This has been waived in the recent rules changes and the minimum CRS scores are now decided by the director.
Ontario has already conducted three draws with CRS score requirements below 400. Two out of these targeted candidates with a job offer from an Ontario employer and the remaining one invited candidates with French speaking abilities (CLB 7 or higher). The minimum CRS score requirement in the draw held on August 9 was 350. Candidates with CRS scores below 400 are likely to be invited in the future draws of the stream as well.
But one important thing we have to note here is that all the candidates with CRS score below 400 were selected based on either their job offer or their French-speaking skills. It means a job offer or your French speaking abilities might help you to obtain a provincial nomination from Ontario. However, neither a job offer nor French-speaking skills is a must to apply through the Human Capital Priorities Stream.
The Express Entry candidate who receives a provincial nomination from Ontario will get 600 additional CRS points as a result of which, they will be invited to apply for permanent residence in Canada in the subsequent Express Entry draws.
The Human Capital Priorities Stream helps OINP select candidates with skills and human capital factors listed in the eligibility criteria. OINP has so far issued 3,534 Notifications of Interest (NOI) through HCP Stream in 2018.

Immigration, Refugees, and Citizenship (IRCC), in a news release issued on August 20, announced that it would accept up to 20,000 new sponsorship applications through the Parents and Grandparents Program (PGP) in 2019. It is indeed great news for the permanent residents and citizens of Canada, as the applications cap for the year 2018 was 17000.
Another major change to the PGP was announced along with this–the scrapping of randomized selection process for applications. IRCC informed that it would revert to first-come, first-served approach for selecting candidates. This has brought the Parents and Grandparents Program to limelight once again.
What is Parents and Grandparents Program (PGP):
The Parents and Grandparents Program (PGP) is a stream of the Family Class sponsorship program and it allows Canadian citizens and permanent residents to bring their parents and grandparents to Canada. Under the program, the parents and grandparents will receive permanent residence and eventually, they can apply for Canadian citizenship.
The program opens once in a year for a limited time. Those who want to sponsor their parents and/or grandparents in 2019 will have to submit a Sponsor form online at the beginning of the year.
The original applications cap for 2018 was set at 10,000 when the year began and it was increased to 17,000 last month. IRCC announced the second invitation round at the end of July for meeting this increased quota.
Who is eligible?

Canadian cities of Calgary, Vancouver and Toronto have been featured among the top ten most livable cities in the world, according to a survey conducted by Economist magazine. The survey named Global Livability Report 2018 rates cities based on a number of factors in five broad categories: infrastructure, culture and environment, healthcare, education and stability. The study surveyed 140 cities around the world. In the report, Calgary came in fourth, Vancouver sixth and Toronto seventh positions.
Calgary
Calgary is the largest city in the Canadian province of Alberta. The city was ranked fourth in the survey with an average score of 97.5, falling behind only Vienna (Austria), Melbourne (Australia) and Osaka (Japan). Calgary is a favorite destination for Canadian immigrants owing to a number of reasons that include the abundance of job opportunities and scenic beauty.
Calgary scored 100 out of 100 in livability factors including Education, Healthcare, Stability and Infrastructure. The only factor in which Calgary could not score a perfect 100 was Culture and Environment, for which the score was 90. The overall score for Calgary is 97.5, a point more than the 2017 score, which was 96.6.
Vancouver
Vancouver, a city located in the province of British Columbia, came sixth in the survey with an average score of 97.3. It is one of the most ethnically diverse cities in Canada. The factors that attract Canada immigrants to the city are vast career opportunities, high standards of living scenic landscape.
Vancouver scored a perfect 100 in Education, Healthcare and Culture and Environment factors. The score for Stability was 95 and Infrastructure, 92.9. The overall score for livability factors was 97.3, which is same as 2017.

Toronto, the capital city of the province of Ontario, is the largest city in Canada. The Australian cities that found their place among the top ten livable cities are: Melbourne ( second), Sydney (fifth) and Adelaide (tenth). Two Japanese cities also came in the top ten, Osaka(third) and Tokyo(seventh). Danish city of Copenhagen was in the ninth place.

The much-awaited Arrima Portal for submission of Expression of Interest (EoI) for Quebec migration through the Quebec Skilled Worker Program (QSWP) was opened for users on September 18. This marks a new era in the Quebec skilled worker immigration, as Quebec has scrapped its ‘first-come, first-served’ method of accepting applications for the Quebec Skilled Worker Program. The system has now been replaced with a more effective Expression of Interest system, which is demand-based. Arima portal replaces the Mon Projet Quebec online system that was fraught with controversy as the applicants had real tough time applying through the system.
Arrima Portal
Arrima is an online portal for Quebec Skilled Worker Program (QSWP) candidates to express their interest to apply for permanent residence in Canada. By introducing the Arrima portal, Quebec government aimed to reduce the processing time of PR applications and manage the applications better.
The name ‘Arrima’ is derived from the French word “arrimage” meaning harmonisation. The portal’s goal is to harmonize the QSWP applications. Those interested in immigrating to Quebec through QSWP must first create a profile in the Arrima portal. The eligible candidates will then enter a virtual pool from which the Government of Quebec will select candidates on a priority basis through periodic draws to invite to apply for Quebec Selection Certificate.

How does Arrima Portal work?
The users who start creating a profile in Arrima portal will first enter a virtual waiting room, where they will have to wait till being granted access to the portal. Once granted access, the users can start creating the profile in a 90-minute session. The profile has to be completed within 30 days. Once created, the profile will remain valid for one year. During this period, the candidates are allowed to update and revise their Arrima portal profile.
New Quebec Expression of Interest system:
The newly launched Quebec Expression of Interest system is somewhat similar to the federal Express Entry system. The system was introduced by the Government of Quebec on August 2, 2018, to manage the applications to the Quebec Skilled Worker Program. Anyone above the age of 18 can apply through the system. But in order to be eligible, the candidates must obtain minimum required scores for employability and selection factors in accordance with the QSWP points grid.
The eligible candidates who successfully create a profile in the Expression of Interest system will enter a pool of candidates. If the candidate has the required level of education and relevant area of training, he/she will receive a Quebec Selection Certificate. On receiving a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ), the candidate can submit the application within 90 days. Manitoba Provincial Nominee Program (MPNP) has an entrepreneur pathway under the Business Investor Stream (BIS) that allows entrepreneurs from across the world with intent and ability to start or purchase businesses in Manitoba, to settle in the province. The Entrepreneur Pathway was introduced by the MPNP replacing the previous MPNP-B stream. Through the entrepreneur pathway, qualified entrepreneurs can establish, purchase a business or become partners in an existing business within the first 24 months of arriving in Canada on a temporary work permit.
Eligibility criteria for applicants
Business Experience
The candidates must have minimum three years of full time work experience either as an active business owner or in a senior management role of a successful business, earned in the five years prior to submitting the application. However, those who have experience as business owners will receive more points than senior managers. Another requirement is that business owners must have at least 33 1/3 percent ownership to qualify.
Language proficiency
The required official language proficiency for applicants to the Entrepreneur Pathway is minimum CLB/NCLC 5.
Education qualification
The applicant must have education equivalent to Canadian high school certificate or higher
Age
No minimum or maximum age is specified for the Entreprenuer pathway. However, ranking points are allocated to candidates between 25 to 49 years of age.
Business investment
If the proposed business is situated in the Manitoba Capital Region, the minimum required investment is $250,000. The Manitoba Capital Region (MCR) is the area surrounding Winnipeg, the capital and the largest city in the province. It comprises 16 municipalities. They are:

The candidates have to submit a Business Plan as part of the application. They shall conduct a Business Research Visit to Manitoba get a clearer idea about the business environment and market where they are planning to start the business. The visit is supposed to be conducted within one year prior submitting the Expression of Interest (EoI).
Adaptability
Points are awarded to candidates based on adaptability factors. These are applicable if:
-The candidate’s spouse has CLB/NCLC 5 or higher
-The candidate or their spouse/common law partner has CLB/NCLC 5 or higher in the Second Official Language
-The candidate or their spouse/common law partner has a close relative in Manitoba who has been residing there for more than one year
-The candidate’s child is actively pursuing academic, professional or vocational training on a full-time basis in an accredited Manitoba educational institution for at least six months prior to the date of submission of EOI
-The candidate/accompanying spouse or common-law partner has completed a full-time study program for at least one year at a post-secondary institution in Manitoba.
– The candidate/accompanying spouse or common-law partner has minimum six months of continuous full time work experience in Manitoba.
Net worth
The minimum required net worth to apply through Entreprenuer pathway is $500,000 CAD. The personal net worth of the applicant will be verified by a third-party supplier approved by the MPNP. The verification report has to be submitted to the MPNP along with the application within 120 days after the candidate receives a Letter of Advice to Apply (LAA).
Business Performance Agreement
If the candidate meets all the requirements, MPNP will approve the application. But before the MPNP issues a letter of support to apply for a work permit, the candidate has to sign a Business Performance Agreement (BPA). A BPA elaborates on the obligations that have to be fulfilled by the candidate and his/her proposed business. These obligations have to be fulfilled within the time specified in the BPA.

How do I apply?
?Prepare for registration by doing extensive business research. To learn more about business opportunities and the local business environment, foreign entrepreneurs are encouraged to visit British Columbia on an exploratory basis.
?Create an online profile, pay the fees, and receive a registration score based on a variety of factors such as personal net worth, adaptability, business concept, and experience in senior management and business ownership. These are the requirements for registering with the BC PNP. After creating a profile, you will receive a score for your business concept in six weeks.
?Invitations are sent to the top-ranked applicants during the BC PNP’s regular draws.
?If you are invited to apply, you have 120 days, or four months, to complete the BC PNP Entrepreneur Immigration Stream application, get your declared personal net worth and funds reviewed, and pay the necessary fees. Based on the program’s requirements, applications are evaluated. During the application evaluation phase, you will have to be present for a face-to-face interview in Vancouver.
?International business owners who have their applications accepted sign a performance agreement and get a letter of confirmation from Immigration, Refugees, and Citizenship Canada (IRCC) allowing them to apply for a two-year work permit.
?International entrepreneurs have up to 20 months, or 610 days, from the time of their arrival in British Columbia to execute the business plan, actively manage their company, fulfill all requirements of the signed Performance Agreement, and prove that they live within 100 kilometers of the business (for at least 75 percent of the work permit period).
?Entrepreneurs in the province on a valid work permit must submit a final report to the BC PNP detailing their business activities within 18 to 20 months of their arrival.
?A confirmation of nomination, issued by the Government of British Columbia, identifies approved entrepreneur applicants and makes it possible for them to apply to the IRCC for skilled workers, international graduates, healthcare professionals, international post-graduates, and entry-level and semi-skilled workers, all of whom fall under the eligible categories.
