With Canada aiming to achieve a record-level immigration target in 2021, the Provincial Nominee Programs continued to remain active in May too. Most of the provinces invited candidates to apply for provincial nomination. Canada also held a total of five Express Entry draws in the month and two among these were PNP-specific draws. Ever since the start of this year, the Express Entry draws have been alternating between Canadian Experience Class-specific ones and PNP-specific ones. The PNP-specific Express Entry draws indicate that Canada is keen about helping the provinces meet their labour market needs by attracting more skilled foreign workers to live and work there. In the two PNP-specific Express Entry draws held in May, the minimum required CRS score dropped to around 713, which is the lowest this year.
The month of May also witnessed two developments that are of high relevance with regard to Canada immigration. The first one is that the country launched six new immigration pathways on May 6. These are:
Workers in Canada – Stream A for health care workers (Cap:20,000 applications)
Workers in Canada – Stream B for essential non-health care workers (Cap: 30,000 applications)
International graduates (Cap: 40,000 applications)
Workers in Canada – Stream A for French-speaking health care workers (no cap)
Workers in Canada – Stream B for French-speaking essential non-health care workers (no cap)
French-speaking international graduates (no cap)
Though the applications were announced to be open till November 5, 2021, the caps were filled the next day itself.
Another important development was the announcement that the British Columbia Tech Pilot Program will be made permanent. In an announcement on May 28, it was revealed that once the extension of the Pilot expires on June 30, 2021, it will be made permanent and renamed as BC PNP Tech.

The second draw invited 48 candidates with occupations under the category NOC 0621 or NOC 0631. Minimum score was 112. In May 18 Tech Pilot draw, a total of 82 candidates were invited and the minimum score was 82. On May 25 again two draws were held. General draw invited 323 candidates with scores ranging between 76 and 94. In the other draw, 47 candidates with a minimum score of 111 and occupations under NOCs 0621 and 0631 were invited. |

In the May 6 draw, 150 candidates were invited. 14 were Express Entry candidates. Second draw on May 25 invited 232 candidates. Express Entry candidates were 20. May 27 draw invited 404 Skilled Worker Overseas candidates and the minimum EOI score was 601. |

PNP draws held in May 2021
Alberta
Alberta Immigrant Nominee Program (AINP) held two draws in the month of May. The first draw held on May 5 invited 250 candidates with a minimum CRS score of 300 under the Alberta Express Entry stream. Yet another Alberta Express Entry stream draw was held on May 18 that again invited 250 candidates. The minimum Comprehensive Ranking System score required in this draw was 301. In total, 500 invitations were issued by the province in May 2021.
British Columbia
British Columbia Provincial Nominee Program (BC PNP) held a total of six draws in the May 2021. The first one was a Tech Pilot draw held on May 4th that invited 84 immigration candidates to apply for provincial nomination. The draw invited candidates belonging to the Express Entry BC and Skills Immigration categories. The minimum required provincial score was 80.
On May 11, BC PNP held two draws and a total of 379 invitations were issued. The first one was a general draw that invited 331 Skills Immigration and Express Entry BC candidates. The provincial score of the selected candidates ranged between 77 and 94.
The second draw targeted Skills Immigration and Express Entry BC candidates whose occupation fell under NOC 0621 or NOC 0631. A total of 48 candidates with a minimum score of 112 received invitations in the draw.
The next BC PNP draw was a Tech Pilot draw, which was held on May 18 and a total of 82 candidates received invitations. The minimum required provincial score for Skilled Worker and International Graduate candidates was 80.
On May 25, the province again conducted two draws on the same day, inviting a total of 370 candidates. In the general draw, 323 candidates with provincial score ranging between 76 and 94 received invitations. The other draw was exclusively for those whose occupations fell under NOCs 0621 and 0631. A total of 47 invitations were issued in the draw and the minimum required score was 111.
Manitoba
Manitoba conducted three draws in the month of May. The first one was held on 6th in which 150 candidates were invited. Among the invited, 104 were Skilled Workers in Manitoba candidates with a minimum EOI score of 400. 29 of the invited candidates were Skilled Workers Overseas candidates with a minimum EOI score of 703 and remaining 13 were International Education Stream candidates and they had EOI score requirement. Out of the total number of invitations, 14 went to Express Entry candidates.
The second draw was held on May 25 in which 232 immigration candidates received invitations. Among these, 166 were Skilled Workers in Manitoba candidates with a minimum EoI score of 415. A total of 46 invitations were issued to Skilled Workers Overseas candidates with a minimum EoI score of 703. The remaining 20 invitations were issued to International Education Stream candidates and they had no EoI score requirement. The number of Express Entry candidates who received invitations in the draw was also 20.
The province conducted yet another draw on May 27 in which 404 Skilled Workers Overseas candidates with a minimum EoI score of 601 received invitations. All the invited were Express Entry candidates.
Prince Edward Island
The province of Prince Edward Island also conducted a draw on May 20 that invited 155 Express Entry and Labour Impact candidates. Out of the total number of invitations issued, 138 went to Express Entry and Labour Impact candidates. The remaining 17 invitations were issued to Business Impact candidates with a minimum provincial score of 80.
Quebec
The province of Quebec also conducted a draw on May 27 that invited 90 Regular Skilled Worker Program (RSWP) candidates. The draw invited those who had a validated job offer and those who were in Quebec as a diplomat, consular officer, UN representative or a representative of any intergovernmental organization.
Ontario
In the first Ontario draw held on May 4, a total of 102 Ontario Express Entry French-speaking Skilled Worker stream candidates with CRS score ranging between 458 and 467 received invitations. The first draw of the Employer Job Offer: Foreign Worker Stream, a new stream launched by Ontario was also held in May 25 and 64 candidates were invited. The candidates were required to have work experience in one of the 23 in-demand occupations. Out of these, 15 were healthcare occupations and eight were skilled trades occupations. Minimum required EoI score was 31.
The first draw of the Employer Job Offer: International Student Stream was held on May 18. The candidates required a minimum score of 77 and a job offer from the province. They were also required to have completed a study program in one of the Designated Learning Institutions of Canada.
Saskatchewan
The province of Saskatchewan also held two draws in May. The first draw, held on May 6, issued 259 invitations. Out of the total invited candidates, 136 were eligible under Express Entry subcategory and 123 became eligible under Occupations In Demand subcategory of the International Skilled Worker Category of SINP. The minimum required EoI score for candidates in both the subcategories was 70. In the second Saskatchewan draw held on May 25, a total of 269 Occupations In Demand candidates with a minimum score of 65 received invitations. The score was 5 points lower compared to the previous score.
Express Entry draws
A total of five Express Entry draws were held in the month of May among which two targeted PNP candidates. In the first Express Entry draw of the month, held on May 12, a total of 557 PNP candidates received invitations. The minimum required CRS score was 752. The next draw, held on May 13, was a CEC-specific draw and that invited 4147 candidates to apply for permanent residence. The minimum required CRS score was 401.
Another Express Entry draw was held on May 20 that invited 1842 with a minimum CRS score of 397. In the May 26 Express Entry draw, 500 PNP candidates with a minimum CRS score of 713 received invitations. Compared to the previous PNP-only draw, Canada invited 57 fewer candidates, and the score requirement dropped 39 points. On May 31, yet another CEC-specific draw was held that invited 5956 candidates with a minimum CRS score of 380.
