In December 2021, various Provincial Nominee Programs (PNPs) in Canada invited more than 3000 immigration candidates to apply for provincial nomination. Provincial Nominee Programs allow provinces and territories in Canada to select immigration candidates, who can meet their labour market needs, and nominate them for permanent residence in Canada. Each PNP has their own criteria and application process.
PNPs complement the federal immigration programs and allow the provinces to have key role in selecting candidates for regional immigration. Over the years, PNPs have emerged to be a major pathway for migration to Canada. As per the Immigration Levels Plan of Canada for the years 2021-2023, more than 80000 candidates are expected to be admitted to Canada every year through Provincial Nominee Programs.
PNPs are of two types, base and enhanced. Base PNP programs operate outside the Express Entry system and are managed by the provinces themselves. At the same time, enhanced PNP programs are aligned to the federal Express Entry system and they target Express Entry candidates. If these candidates receive a nomination, they will have an additional 600 Comprehensive Ranking System(CRS) score points added to their total CRS score that would guarantee them an invitation to apply for permanent residence in a subsequent federal Express Entry draw.
The following PNPs conducted invitation draws in December 2021:
Ontario
Ontario PNP conducted an Expression of Interest draw on December 7 and invited 1186 immigration candidates. The targeted candidates belonged to three streams under the Employer Job Offer category of the Ontario Immigrant Nominee Program, which are Foreign Worker, International Student and In-Demand Skills. Some invitations also went to candidates under Regional Immigration Pilot.
British Columbia
British Columbia conducted a total of five draws in December 2021 and invited 632 candidates belonging to Express Entry British Columbia and Skills Immigration streams to apply for a provincial nomination.
Manitoba
Manitoba PNP held three draws in December 2021, on 2nd, 16th and 30th. A total of 1180 candidates belonging to three streams—Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas were invited in these draws. 208 among the invited were Express Entry candidates.
Prince Edward Island
In the pre-scheduled draw held on December 16, PEI PNP invited 125 candidates to apply for a provincial nomination. While most of the invitations, around 114 of them, went to Express Entry and Labour Impact category candidates, Business Impact candidates with a minimum point threshold of 67 received 11 invitations. The total number of candidates invited by PEI PNP in 2021 was 1854.
