The Canadian government is expected to announce the Immigration Levels Plan for 2022-2024 in February. The announcement will reveal Canada’s immigration targets for each year during the Plan period and the targeted number of candidates the country plans to welcome under each of its immigration programs. As per the current Immigration Levels Plan 2021-2023, Canada will be welcoming 411000 new permanent residents in 2022. The target for the previous year was 401000, which was achieved and it was a record.
As per the Immigration Law of Canada, the Immigration Levels Plan must be announced by November 1st of every year when the Parliament is sitting. But if the Parliament is not sitting, the announcement must be made within 30 sitting days after the parliament reconvenes.
In the year 2021, the announcement was not made by November 1st as the Parliament was dissolved owing to the elections held in September. The new session of the Parliament began only on November 22nd and it ended after 19 days for holidays. The Parliament will again reconvene on January 31 and so it is expected that Immigration Minister Sean Fraser will announce the Immigration Levels Plan by February 14. Further, the government will be announcing the Immigration Levels Plan for the current year also, by November 1.
As per the current Immigration Levels Plan, Canada will be welcoming 241500 economic class immigrants through Express Entry, Provincial Nominee Program and Quebec’s immigration programs. This accounts for almost 59 per cent of the immigration target.
Another 103500 immigrants will be welcomed through Family Class immigration programs such as Spouses, Partners and Children’s Programs as well as the Parents and Grandparents Program. This will account for almost 26 perc ent of the IRCC immigration target.
Experts think that it is quite unlikely for the Canadian government to make significant increases from the current immigration targets. The reason is that the government will first have to deal with the backlog of applications. But however, the immigration minister has indicated that the targets may be increased further if the community groups and employers express the willingness to welcome more immigrants.
