- Candidate must be aged 21 to 45
- Have a diploma, degree, or certificate from the completion of a post-secondary study or training program of at least one year in length
- Full-time work experience for a minimum of two years in the last five years

- Language proficiency of minimum 5 Canadian Language Benchmark (CLB), taken within the last two years.
Quebec immigration for non-Express Entry candidates:Quebec is the only province that does not take part in PNP Canada immigration process. It has a separate agreement for nomination of foreign economic-class immigrants. Quebec’s provincial program called QSWP (Quebec Skilled Worker Program) has its own eligibility criteria such as:
