Ontario to update its PNP for the new NOC system

With Canada all set to revamp its National Occupational Classification (NOC) system, the Ontario Immigrant Nominee Program will be remodeled in order to align with the new system of occupation categorization. With this purpose, certain changes have been announced for the Ontario Immigration Act that defines the OINP eligibility requirements. These changes would align Ontario PNP with the new National Occupational Classification 2021 system.

Update Express Entry profile for the new NOC system

The new NOC system would come into effect on November 16. Last month, the federal government began to provide guidance for Express Entry candidates on the new system. Those who plan to submit their Express Entry profiles on or after November 16, 2022, must search for their occupation under the NOC 2021 list on the Employment and Social Development Canada (ESDC) website and submit their Training, Education, Experience and Responsibilities (TEER) category as well as five-digit occupation code while filling their profile.

Those who have already submitted their profile but have not received an Invitation to Apply (ITA) must update their profile with their TEER category and five-digit occupational code on or after November 16 in order to remain eligible for Express Entry program. However, if they receive an ITA before November 16, 202, their applications for permanent residence must be submitted using the current NOC 2016.

Changes to Ontario PNP

The new NOC system would affect which jobs are eligible for the various streams under the OINP. So, in the wake of the introduction of this new NOC system, Ontario is proposing certain amendments to Ontario PNP and is inviting the public to comment on them until September 30. Further, the Ontario government has advised the aspiring PNP immigrants to review full details of the NOC 2021 system on the Statistics Canada website as well as on IRCC website and to follow updates on the OINP website.

The changes proposed for the OINP include changes to the language criteria for the Employer Job Offer Foreign Worker stream, education criteria for Employer Job Offer International Student Stream and minimum amount for OINP’s administrative monetary penalties.
