PNP Canada for non-Express Entry candidates

One can immigrate to Canada with the help of over 74 different immigration programs. Presently, the immigration route to Canada is majorly open for overseas skilled workers. The most popular skilled worker immigration program is the Express Entry Program that is managed by the federal government. 

Nevertheless, there are various Provincial Nominee Programs (PNP) Canada which provides an excellent alternative to Express Entry for Canada immigration. Here we shall discuss the basic difference between PNP Canada and Express Entry program, also provide a list of PNP Canada entry streams for non-Express Entry candidates without a job offer.

Difference between PNP Canada & Express Entry for Canada:

There are various ways to immigrate to Canada on a Permanent Resident (PR) Visa. The most common & prevalent entry systems are PNP Canada & Express Entry Canada. These systems are often considered to be one and the same as both matches the international skilled workers to that of Canada’s labour force demand. 

Express entry system was introduced to ease the processing time of skilled worker immigration. It was targeted at international skilled workers so as to aid the local economy. Express entry system select candidates with high Comprehensive Ranking System (CRS) score points. CRS is based on points accumulated via language proficiency exams like IELTS, Education qualification, Experience at certain job profile (NOC), candidate’s age.

A Provincial Nominee Program (PNP) nominates eligible candidate possessing a certain skill. Ideally, each PNP Canada has its own occupation in demand list and the nominations are based out of this list. Each province running their respective PNP has its own set of rules for nomination and eligibility. One must be attentive enough to know that not all provinces nominate immigrants without a valid job offer from a local employer. There is a long list of PNP Canada that will only invite candidates having an LMIA (Labour Market Impact Assessment) approved Job offer. However, there are entry streams under various PNP Canada which are not only popular among prospective immigrants but also have minimal eligibility requirements. These provinces shall consider your age, education, skills and language ability criteria and does not require you to hold a job offer letter.  

List of PNP Canada for non-Express Entry candidates:

It is clear from the given table that most non-Express Entry aligned PNP Canada are for Entrepreneurs or Business individuals. Whereas provinces like Saskatchewan, Manitoba, Quebec offer non-Express Entry aligned provincial nominations to skilled workers without a job offer. 

Immigrating to Saskatchewan without Job offer:Saskatchewan is home to over 1.1 million people with Regina as its capital city. The official records have confirmed that provincial nominations to non-Express Entry candidates is on rise year-on-year. 1,196 nominations went to non-Express Entry candidates until mid-2019 alone. The province of Saskatchewan runs its popular nomination program called SINP. The basic requirements needed to qualify for International Skilled Workers: Occupation in-demand sub-category are given as follows:

  • Validation of resident status
  • Language proficiency of minimum 4 Canadian Language Benchmark (CLB) in IELTS examination
  • Minimum one year of education and training in post-secondary education 
  • Paid work experience in NOC 0, A, B occupations for minimum one-year in the past ten years 
  • Proof of financial support needed to settle in Saskatchewan

Immigrating to Manitoba without Job offer:Manitoba is a sub-arctic province with a population of nearly 1 million people. Over 99% of provincial nominations are made under Skilled Worker Overseas. The below given is a list of requirements for immigration to Manitoba without a job offer:

  • Candidate must be aged 21 to 45
  • Have a diploma, degree, or certificate from the completion of a post-secondary study or training program of at least one year in length
  • Full-time work experience for a minimum of two years in the last five years
  • Show genuine intention of settling in Manitoba
  • Language proficiency of minimum 5 Canadian Language Benchmark (CLB), taken within the last two years.

Quebec immigration for non-Express Entry candidates:Quebec is the only province that does not take part in PNP Canada immigration process. It has a separate agreement for nomination of foreign economic-class immigrants. Quebec’s provincial program called QSWP (Quebec Skilled Worker Program) has its own eligibility criteria such as: 

  • Language Proficiency in French is an advantage. 
  • Individual applicant must obtain 50 points whereas applicants with a spouse must obtain 59 points.
