In a move to address the growing need for home care support, Canada announced new pilot programs that offer a much simpler path to permanent residency for caregivers.
Previously, caregivers had to first obtain a work permit, gain work experience, and then apply for permanent residency. The new pilot programs will grant home care workers with permanent resident status when they arrive in Canada, rather than requiring a certain amount of work experience. Also, the language benchmark has been lowered, making the program more accessible while ensuring caregivers possess the necessary communication skills for their roles.
To be eligible for these new programs, caregivers must:
- Have basic English or French language skills (Canadian Language Benchmark level 4)
- Hold a Canadian high school diploma or equivalent.
- Have recent experience working as a caregiver
- Have a job offer (offer letter) for a full-time home care position in Canada

Key Changes:
- Relaxed Education Requirements: Applicants must now hold a Canadian high school diploma or its equivalent, replacing the previous requirement of Canadian post-secondary education (or a foreign equivalent).
- Reduced Language Requirements: The language benchmark has been lowered from Canadian Language Benchmarks (CLB) level 5 to CLB level 4.
- Expanded job opportunities: Caregivers can now work for organizations offering part-time or temporary care, in addition to private households. This caters to a wider range of care needs, including those recovering from illness or injury.
- Increased autonomy: With permanent residency status, caregivers have more freedom to change employers if needed, offering them greater protection from potentially abusive situations.
This announcement comes alongside the successful launch of the Home Child Care Provider and Home Support Worker Pilot programs in 2019. These programs have already attracted thousands of caregivers and their families to Canada.
