The Canadian province of Quebec has recently introduced Express Entry-style ‘Expression of Interest’ immigration system for its highly popular Quebec Skilled Worker Program. By launching the new system, Quebec, the second-most-populated province of Canada, aims to reduce the processing time of immigration applications.

Under the new system, eligible candidates interested in applying for Quebec migration must first enter a pool of candidates. The candidates selected from this pool will be invited by the Government of Quebec to apply for a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ), with which they can apply for permanent residence in Canada.

Here are the five steps of applying for Quebec Selection Certificate under the Quebec Skilled Worker Program:

Filing a declaration of interest

The first step in applying for Quebec Selection Certificate under the Quebec Skilled Worker Program is filing a Declaration of Interest. Anyone above the age of 18 can create an account in the new Arrima portal and submit the Declaration of Interest form. Your Declaration of Interest will remain valid for 12 months. If you are not invited to apply for CSQ during this period, you will have to submit a new Declaration of Interest.

Receiving invitation to apply

Quebec Government will invite the candidates with the skills and qualifications to meet the needs of Quebec labour market from the pool of candidates. The selection will be based on three categories of criteria:

-Human capital criteria that include age, proficiency in French, education qualification etc.

-Criteria that determine the candidate’s ability to integrate into the Quebec labour market

-Criteria related to the changing needs Quebec labour market

Other important factors that will be taken into consideration:

-A validated job offer

-A Quebec diploma

-Temporary worker status with minimum six months of Quebec work experience

Apply for Quebec Selection Certificate

If you have received an invitation to apply for CSQ, you will be directed to access your space in My Quebec project using the confidential information provided to you. Now you need to complete the application and pay the fees. You have to submit the completed application within 90 days of receiving the invitation.

Submit required documents

A list of required documents will be sent to the candidates who have submitted a completed application. The documents have to be sent by mail within 90 days. Once the Quebec immigration authorities receive these documents, they will start reviewing the candidate’s profile. The documents must be duly completed and signed. They must also be submitted in the required format.

Processing of application

The Quebec immigration authorities will check whether your application is complete and you have submitted all the required documents. If yes, they will go ahead reviewing your application for selection. The application will be assessed on the basis of the selection grid for the Quebec Skilled Worker Program. On the other hand, if there are any discrepancies in your application or documents, you will be informed through a message.

If the Quebec immigration authorities select you, you will receive your Certificate of Selection of Quebec by mail. In some cases, an interview might be conducted before selecting the candidate.

Five things you need to know about Canada’s new biometrics rules

Canada is planning to introduce new biometrics rules on July 31st that will make it mandatory visa applicants from Europe, the Middle East and Africa to provide biometrics details including fingerprints and a photo. Canada’s new biometrics rules aims to facilitate application processing and make entry to Canada simple for low-risk travellers. These rules will be made applicable for applicants from Asia, Asia-Pacific and the Americas too, on December 31, 2018.

Here are five important things that you need to know about Canada’s new biometrics rules.

Who all are needed to provide biometric details?

Canada’s new biometrics rules are applicable for all those who are applying for Canadian visitor visa, work or study permit, or permanent residence and those seeking asylum in the country. All applicants between the ages of 14 and 79 are supposed to provide their biometrics details.

What is the process of submitting biometric details?

Those applying for visa or study/work permit will receive a Biometrics Instruction Letter from Immigration, Refugees and Citizenship Canada (IRCC). The applicants can submit their biometrics at their nearest Visa Application Centres (VACs) authorized by the Government of Canada. They have to present the Biometrics Instruction Letter at the VAC. Currently there are 137 VACs spread across 95 countries. In India, VACs are located in:

Ahmedabad

Bangalore

Chandigarh

Chennai

Hyderabad

Jalandhar

Kolkata

Mumbai

New Delhi

Pune

In the United Arab Emirates, VACs are located in Abu Dhabi and Dubai.

Collecting the biometrics details will cost CAD $85 for an individual applicant and CAD $170 for a family applying together.

Where are biometrics details applied?

The biometrics collected will be used to confirm the identity of the traveller once he or she reaches Canada. Eight major Canadian airports will host self-serve Primary Inspection Kiosks. Here the travellers can get their fingerprints verified and photos confirmed. The travellers can also make an on-screen declaration. At other airports and land ports of entry, the fingerprint verification of travellers will be done at the discretion of Canada Border Services Agency (CBSA) officers.

The Royal Canadian Mounted Police (RCMP) will check the fingerprints submitted by the candidate against the fingerprint records of criminals, refugee claimants, deportees, and temporary resident applicants. The visa officer handling the application will also check this before taking a final decision on the application.

Is the privacy of the applicant protected?

The biometrics details collected from the applicants will be encrypted and sent to the Canadian Immigration Biometrics Identification System. Once the data is transferred to this database, all the personal information will be deleted from the collection system. Canada shares biometric information with the United States, Australia, New Zealand and the United Kingdom in accordance with the privacy laws and civil liberties and human rights commitments of Canada.

How often a person has to submit biometrics details

The applicants of visit visa or work/study permit need to give biometrics only once in 10 years. But when a person is reapplying after his application was rejected once, he or she will have to give biometrics details once again. If the visit visa or work / study permit applicants happen to apply for permanent residence in Canada in the future, they will have to give the biometrics details with the application.

Recently, Manitoba PNP conducted two rounds of invitations for its Express Entry stream within a week. In both these draws, the minimum required score was the same and the lowest ever since the launch of the program. Manitoba PNP Express Entry

The Manitoba Express Entry pathway is a part of the Skilled Workers Overseas Stream of Manitoba PNP. It aims to invite immigrants with the potential to contribute to the economy and labour force of the province to settle in Manitoba. As the Manitoba Express Entry pathway is under the Skilled Workers Overseas Stream, the applicants need not be residing in Canada.

In order to be eligible to apply under this pathway, candidates must have an active Express Entry profile, skills and work experience. The candidates are selected under this pathway by assessing and ranking them using a point-based system. The candidates with highest scores are invited to apply for provincial nomination from Manitoba.

-Minimum six months experience in one of the occupations in the in-demand list of Manitoba

-Required level of language proficiency in English or French

Manitoba Ranking System

Manitoba Express Entry has a ranking system similar to the Express Entry system of the federal government. The first step in applying under the Manitoba Express Entry pathway is to submit an Expression of Interest (EOI). Based on the information provided in the EOI, candidates will be assigned a score out of 1000 points. Candidates with the highest points will be invited apply for provincial nomination.
