3900 ITAs issued in October 30 all-program Express Entry draw

In the latest Canada Express Entry draw held on October 30, the Immigration, Refugees and Citizenship Canada (IRCC) issued 3900 invitations to apply for permanent residence. The Comprehensive Ranking System (CRS) cut-off score was 475 points.
Unlike the previous Express Entry draw which was program-specific, the October 30 draw was an all-program Express Entry draw. The minimum CRS cut-off score in the previous all-program draw held on October 2 was 464 points. At the same time, the October 16 program-specific draw invited only 500 candidates belonging to Federal Skilled Trades Program(FSTP).
Tie-break rule was applied in the latest Express Entry draw, the time-stamp given being August 29, 2019 at 03:50:24 UTC. It means the Express Entry draw prioritized candidates with a minimum score of 475 points, who had submitted their profiles before the said date and time.

Why is CRS cut-off score high?

The CRS cut-off threshold of the October 30 Express Entry draw, which is 475 is the highest in three years. You might be wondering why there is a significant increase in CRS cut-off score this time. The main reason is the long gap between the latest draw and the previous all-program draw. As the Express Entry draw held on October 16 was restricted to Federal Skilled Trades candidates, a total of four weeks have passed since the last all-program draw, which was held on October 2. The long interval between two all-program draws means more number of candidates entering the Express Entry pool. As a result, the number of competitive profiles will be higher and so the CRS cut-off score increases.
It is usual for the CRS cut-off score to increase if the gap between two all-program Express Entry draws is longer. Most probably, the cut-off score would be coming down in the future draws.
The Canada Immigration Levels Plan for 2019-2021 aims to welcome around 256,000 through Federal Skilled Worker Class, Canadian Experience Class, and Federal Skilled Trades Class–the three federal economic immigration programs managed under the Express Entry during these three years. Another 200,000 or so immigrants will also be admitted through the provincial nominee programs during this period, says the Plan.
