The Canadian province of Newfoundland and Labrador has launched a new immigration stream that allows skilled candidates with language proficiency as low as CLB 5 to apply for Canada immigration. By launching this new program, the province aims to fill the labour shortages faced by its healthcare, technology, agriculture and ocean sciences sectors. The Priority Skills Newfoundland and Labrador has two eligibility categories—of education and of skills. International students who have earned a Master’s degree or PhD from the Memorial University of Newfoundland and Labrador in areas including information and communications technology, ocean technology, healthcare, agriculture and aquaculture belong to the first category. The second category is for foreign professionals exceptionally qualified in the in-demand areas and have worked in a specialized, highly skilled and high-demand occupation for at least one year.

Besides, to be eligible, the candidates must be at least 21 years of age and have language proficiency equivalent to at least Canadian Language Benchmark of Level 5 (CLB 5). The language test results should not be older than 12 months. The candidates must also demonstrate intention to settle permanently in Newfoundland and Labrador.
How to Apply under Priority Skills Newfoundland and Labrador
The Priority Skills Newfoundland and Labrador operates on the basis of an Expression of Interest System and those interested may submit an Expression of Interest to the Newfoundland and Labrador Provincial Nominee Program (NLPNP). Based on the information provided in the Expression of Interest, each candidate will be awarded an EoI score. The profiles of those candidates who have an EoI score above 60 points will also be made visible to local employers having accounts with the Office of Immigration and Multiculturalism, Newfoundland and Labrador. They are sent interest to those candidates with the skills and qualifications required by them.
If they successfully submit an application and are found to be eligible under either the Skilled Worker or Express Entry Skilled Worker categories, they will receive a provincial nomination.
