Canada welcomed more than 400000 new immigrants in 2021, despite the challenges caused by the pandemic. According to the Immigration, Refugees and Citizenship Canada (IRCC), this is a new record in the number of immigrants admitted by the country in a single year. This is the second time that Canada is welcoming more than 400000 new immigrants to the country. The first time was in the year 1913.
Overcoming pandemic challenges
The IRCC can also claim that it has successfully met the target for 2021 as per the Immigration Levels Plan for 2021-23 through a technicality, as the target was achieved by providing permanent residence status to the applicants who had already been in Canada on temporary visa than admitting immigrants from abroad.
But before the pandemic, most of the immigrants used to come to Canada from overseas. While 30 per cent of the new permanent residents were already residing from Canada, 70 per cent came from abroad. But in 2021, 30 per cent came from abroad, while 70 per cent were already residing in Canada. This was mainly to overcome the border restrictions imposed in the wake of the spread of COVID-19 pandemic.
High immigrant intake in 2021
In 2020, though Canada had set a goal of welcoming 341000 new immigrants, it could welcome only 184000. The country set the ambitious target of welcoming 401000 new permanent residents in 2021 with an aim to compensate the drop in the number of new permanent residents admitted to Canada in 2020. Before the pandemic, the number of new immigrants landed in Canada every month ranged between 25000 and 35000. However, since June 2021, Canada has consistently landed more than 35000 permanent residents every month and in the last few months, the number has remained above 45000.
Canada Immigration Levels Plan 2021-23
Meeting the immigration target for 2021 was a top priority for Canada, which it has successfully achieved. As per the Immigration Levels Plan for 2021, Canada will be welcoming more than 411000 new immigrants in 2022 and 421000 new immigrants in 2023.
