The Canada government has unveiled its Immigration Levels Plan for 2020-2022 and as per the Plan, the country will welcome one million new permanent residents in the next three years. The Plan indicates that Canada is continuing with its approach to increase the immigration levels gradually.
Canada welcomed 320,000 newcomers in 2018 and 341,000 immigrants in 2019. For 2020, Canada’s target is to admit another 341,000 new immigrants.
In the new Immigration Levels Plan, Canada has revealed that an additional 351,000 new immigrants would be welcomed in 2021 and 361,000 newcomers would be admitted in 2022. As per the Plan, Canada may welcome up to 390,000 new immigrants in 2022.
During the plan period, 58 percent of the newcomers will arrive in the country through economic class immigration programs such as Express Entry, Provincial Nominee Programs, Quebec’s programs and other federal programs such as the Atlantic Immigration Pilot (AIP). Compared to 2019, PNP admission target will be increased by 20 percent in 2022. Another 5200 new immigrants will be admitted through pilot programs such as Agri-Food Immigration Pilot and the Rural and Northern Immigration Pilot. Canada may also double the intake through these pilots by 2022. Though Canada government has plans to make the AIP program permanent, the target will remain stable at 5000. Quebec immigrations levels will be determined only after consulting with the provincial government in the wake of major reforms being introduced in its immigration system.
Of the total new immigrants to be admitted as per the plan, 26 percent will be family class immigrants and the 16 percent will be admitted on humanitarian and compassionate grounds. The target for family class immigration will remain stable at 91000 over the three years and there will only be minimal growth in the number of immigrants admitted on humanitarian and compassionate grounds.
It is expected that Canada will continue to increase its immigration levels gradually and eventually break the threshold of 400,000. It is expected that around 3.5 million new immigrants will move to Canada during the current decade. The next Immigration Levels Plan will be revealed by Canada in November 2020, which will contain immigration target for 2023.
