All-Program Express Entry Draw: Another 3,725 Profiles With Lower CRS 500 Receive ITAs For Canada PR

Highlights

1. IRCC held the first all-program Express Entry draw in October 2023.
2. October 10 draw marks the 268th Express Entry draw since 2015.
3. Some 3,725 Express Entry profiles qualifying for FSWP, FSTP, CEC, and PNP received invitations to apply for Canada PR.
4. The qualifying Comprehensive Ranking Score (CRS) decreased to 500 points.
5. So far, IRCC held ten new category-based selections for Canada PR, inviting individuals in healthcare, STEM, skilled trades, transport occupations, or having French proficiency.

Immigration, Refugees, and Citizenship Canada (IRCC) held another general category or all-program draw on October 10 under the Express Entry system. 

As a result, 3,725 eligible candidates received invitations to apply for Canadian permanent residency (PR). It included only registered profiles under the Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), or Federal Skilled Trades Program (FSTP), and those qualifying under any Provincial Nominee Program (PNP) received nominations.

Whereas, all the invited candidates had a qualifying score based on the Comprehensive Ranking System (CRS) above 500. This is just 4 points lower than the previous September 26 general draw. It is possible that IRCC considered profiles submitted on or before October 02, 2023 at 15:25:30 UTC in case of a tie in the CRS score. 

What is the Canada Express Entry System? 

Canada Express Entry is a system to manage and process applications for permanent residence. It targets skilled foreign workers and certain international students who want to live and work in Canada. 

Express Entry has been used to manage applications since 2015 for economic immigration programs: FSWP, FSTP, CEC, and PNP

The Express Entry system operates on a points-based system, known as the Comprehensive Ranking System (CRS), which assigns scores to applicants based on factors such as 

1. Age
2. Education
3. Work Experience
4. Language Proficiency (in English or French)
5. Other additional factors.

The highest-scoring candidates are then invited to apply for permanent residence through regular draws from the Express Entry pool. These draws typically take place every two weeks.

If an applicant receives an Invitation to Apply (ITA) based on their CRS score, they can then submit a complete permanent residence application within a specified timeframe, typically 60 days.  

New Category-Based Express Entry Draws

Canada announced six new occupation and skill categories to be included in new Express Entry selection rounds. This includes: 

1. Healthcare
2. STEM professions
3. Trades
4. Transport
5. Agriculture and agri-food and
6. French-language proficiency.

Consequently, it emphasizes specific professional and demographic attributes of candidates over just their CRS score. This means work experience in target occupations now matters more than CRS score

As recently as September 28, IRCC held its first-ever Express Entry exclusively for profiles with experience in agriculture and agri-food occupations.
