The Budget recently tabled by the Canadian government contains some major proposals regarding Canadian immigration policies. Budget had not been tabled last year owing to Coronavirus pandemic. The major proposals regarding immigration included in the latest Budget mainly concern with modernising and improving the immigration system of Canada.
Following are the major proposals included in the Canada Budget 2021:
$430 million to improve IT infrastructure
Canada is planning to invest close to $430 million for modernizing the Information Technology infrastructure of the immigration system. With the investment, Canada is planning to replace the Global Case Management System (GCMS) for managing the immigration applications. The modernization of the IT infrastructure also aims to ensure that Canada is able to respond to higher levels of immigrant intake and make possible better security and improved application processing.
Revamping Express Entry system
According to the Budget, Canada is thinking about reforming the Express Entry system and giving the immigration minister more authority for selecting “those candidates who best meet Canada’s labour market needs.”
Enhancing the Temporary Foreign Worker Program
The Budget proposes spending an additional $110 million on enhancing the Temporary Foreign Worker Program (TFWP) in the next three years. The spending will mainly focus on providing information and support to foreign workers who are vulnerable, increasing inspections to ensure that the employers are treating foreign employees well and providing better service to vulnerable foreign workers so that they obtain open work permits in case if they are abused by previous employers in Canada.
Support for newcomer women
It is often hard for newcomer women to find a job in Canada. The obstacles include lack of language proficiency, lack of Canadian experience, lack of affordable childcare and discrimination. The Budget proposes to spend $15 million over the next two years to enhance the existing systems for improving the employment outcomes and career advancement of such women.
Pathways for Immigration
Budget 2021 also has references regarding the new immigration programs launched last week for essential workers and international graduates. From May 6 onwards, close to 90000 individuals will be able to apply for Canada PR through these pathways.
