In the Manitoba PNP draw held on August 28, a total of 213 candidates received invitations to apply, which are called Letters of Advice to Apply(LAAs) for provincial nomination. In the draw, skilled workers and international student graduates were invited under the three immigration streams of Manitoba Provincial Nominee Program (MPNP), which are—Skilled Workers in Manitoba, Skilled Workers Overseas and International Education streams.

Manitoba PNP Express Entry
Of the total number of LAAs issued in the August 28 draw, 23 were issued to Express Entry candidates. These candidates, if successfully apply for and obtain provincial nomination from Manitoba, will have 600 additional Comprehensive Ranking System (CRS) score points added to their total CRS score. It guarantees them an invitation to apply for permanent residence in Canada in the subsequent Express Entry draw. To be eligible to receive an invitation, the Express Entry candidates must have a valid Express Entry ID and a job seeker validation code.
Manitoba PNP Expression of Interest system
To receive an LAA under either the Skilled Workers in Manitoba or Skilled Workers Overseas stream, a candidate must first submit an Expression of Interest to the MPNP. Each Expression of Interest profile submitted in this manner is then awarded a score out of 1000 based on various eligibility factors such as language skills, education, work experience, previous connections to the province etc. The highest scoring candidates receive an invitation in the draws that are conducted regularly.
It is not necessary for the candidate to be physically present in Manitoba at the time of submitting the application. However, the Skilled Workers in Manitoba candidates must meet certain criteria that include a full-time permanent job offer from a Manitoba employer. The International Education Stream of Manitoba PNP targets those international students who have graduated from one of the post-secondary education institutions of Manitoba and possess skills that are in demand in the province.
