The Ontario Immigrant Nominee Program (OINP) has expanded its Expression of Interest system to include Masters Graduate and PhD Graduate streams. The other three streams already under the OINP EOI system are In-Demand Skills, International Student and Foreign Worker. Under the EOI system, Masters Graduate and PhD Graduate candidates may register for Ontario nomination any time.
Once they submit their Expression of Interest profile, they will be assessed on the basis of various eligibility factors and ranked on a scoring matrix. This is primarily aimed to identify and select the candidates who have the skills and experience to success in the labour market of the province. The profiles will remain in the EOI pool for almost 12 months. The registrants can be invited to apply for a nomination anytime.
Ontario Masters Graduate Program
Those international students who have a master’s degree from an eligible university in Ontario may apply for a provincial nomination through Ontario Masters Graduate Stream. A job offer is not necessary. However, they need to meet other eligibility requirements such as language proficiency, settlement funds and previous ties to the province. The candidate must also submit the Expression of Interest within two years of obtaining a master’s degree.
Ontario PhD Graduate Stream
International students who have a PhD from an eligible university in Ontario may apply for a provincial nomination under this stream. A job offer is not necessary to apply under this stream also. However, the candidate must demonstrate that he has been legally residing in Ontario for at least 12 of the last 24 months before submitting the application. They must also have sufficient settlement funds to start a new life in Ontario. The application must be submitted within two years of the date on which the PhD was awarded. They must also intend to live and work in Ontario.
Ontario Expression of Interest system
It was in April 2021, Ontario launched an Expression of Interest system to manage various PNP streams. Initially, the Foreign Worker and International Student streams under the Employer Job Offer category were brought under the system. Later, In-Demand Skills, Masters Graduate and PhD Graduate streams were added. Earlier, the immigration streams under the OINP that are not aligned to the Express Entry system operated on a first-come-first-served basis. The candidates had to register their application within a tiny window of time to register when the registration was open. So, many found this system to be unfair to those with slow internet connections. That is the reason why Ontario decided to introduce an Expression of Interest system for these streams.
