Canada immigration scenario set to remain upbeat with Liberals retaining power

With Liberals led by incumbent Prime Minister Justin Trudeau heading for a second term, the immigration scenario of Canada is likely to remain upbeat. Canada’s immigration policy was a major topic of discussion in the elections, with Liberals and Conservatives, the major contenders in the elections, expressing their views on how Canada must shape its immigration system. The Conservatives have often vehemently opposed the some of the immigration policies of the Liberal government. However, both the parties agreed on the fact that immigration is crucial for the development of the Canadian society and the growth of Canadian economy. It means, irrespective of which party came to power, Canada would have retained its immigrant-friendly policy.

Future of Canada immigration and the Liberals’ second term

With Liberals coming to power again, it has become obvious that the immigration policy of Canada will remain almost the same in the next four years too. Now let’s explore in details how the policies and promises of the Liberal Party are going to shape the future of Canada immigration.

Canada Immigration Levels Plan 2019-2021

The Liberal government, in its second term, would be going ahead with the existing Multi-year Immigration Plan of Canada. As per the Plan, Canada would be admitting more than one million permanent residents between 2019 and 2021.

Canada Immigration Future Plans

As per the future immigration plans of the Liberals, the immigration levels would be hiked even further. An advisory body of the Liberals government has floated a proposal to raise the number of permanent residents admitted to the country annually to 450,000. The plan aims to address the labour shortages that will be emerging as a result of a great number of Canadian workers in the baby boomer generation approaching the retirement age. The proposed annual immigration target is way too higher than the number of immigrants set to be admitted in 2019, which is 330000.

However, the higher immigration target would not be implemented straight away. The Liberals plan to   “move forward with modest and responsible increases to immigration.” The Liberals have also promised to spend $100 million in skills training for workers. Another promise of the Liberal Party is that they will make the citizenship applications free.

Municipal Nominee Program (MNP)

During their previous tenure, the Liberal Government has successfully implemented a few regional immigration programs that allow certain regional areas of Canada to select candidates on the basis of their unique needs. The Atlantic Immigration Pilot Program and the Rural and Northern Immigration Pilot are both good examples for this. Further, they have proposed the introduction of the Municipal Nominee Program(MNP). Under the Program, local communities, chambers of commerce and local labour councils would be able to directly sponsor permanent immigrants. The MNP aims to grant local municipalities more control over immigration to their areas, and thus help Canadian towns and cities to select prospective immigrants who match with their needs.

Express Entry

As far as the Express Entry system is concerned, Liberals focuses on admitting candidates with long-term prospects in Canada, selected on the basis of human capital factors such as language ability, Canada education, family connections to the country etc. According to a recent Express Entry report, in 2018, more candidates got bonus points for having a sibling in Canada than for a job offer.

At the same time, Conservative view is admitting through Express Entry those who can fill the vacant jobs right now, or those who already have a job offer.

According to immigration experts, we cannot expect any major changes in the Express Entry system with the Liberals coming to power. However, certain changes to the points system are expected.

During the previous tenure of the Liberals, the number of candidates invited through Express Entry has gone up, which will continue. It will result in CRS cut-off score coming down in the upcoming Express Entry draws.

Family reunification

Before the Liberals came to power, the spouses of Canadian permanent residents/citizens had to wait as long as 24 months to join their partners in Canada. It used to take almost two years to complete the processing of spousal and common-law partnership applications. However, Liberals successfully brought down this time period to 12 months or less. It was a promise they had made in their previous elections.

As the Liberals are coming to power again, it is likely that the current processing times of family visa would decrease further. The Liberals are also likely to introduce certain changes to the Parents and Grandparents Program. The online system of submitting the application had invited much criticism and so, when the Parents and Grandparents Program reopens in the coming winter, it is highly likely that the Government would bring necessary changes to the invitation-application process of the Program, making it fairer and user-friendly.

Temporary workers

With the Liberals coming to power again, temporary foreign workers in Canada would be able to change job in Canada without requiring a new work permit. The government would take steps to shift away from employer-specific work permits to occupation-specific work permits. As a result, temporary workers would no longer be bound to a single employer. They will have more freedom to find another job within Canada, as long as it is in the same occupation.

International students

In the previous term, Liberals introduced the Student Direct Stream (SDS) that made expedited study permit processing possible for students from major source countries of international students in Canada, which are India, China, the Philippines, Vietnam, Morocco, and Senegal. Currently, the total number of students in Canada from all these countries would come to around one million. This number is likely to rise further.  Liberal policy towards international students have always been favourable, and the Liberal government has given them more leeway on how and when they may apply for a post-graduation work permit and extra Comprehensive Ranking System(CRS) score points when they apply for PR through Express Entry. As the Liberals will be forming a minority government this time, other parties will have a stronger say in the Parliament when it comes to immigration policies. The Liberals will now have to rely on the New Democratic Party (NDP) in order to pass new legislations. When it comes to immigration, NDP stresses on family reunification and bringing down the processing time of family visas. However, it is highly unlikely that they take a stand against the major immigration policies of the Liberal Government.

Recent changes in Australia Visa since 1st July 2019

New Regional Australia Visas with PR Pathways:

Under the government’s vision to promote migration in regional areas of Australia, the Australian government has released the regulations relating to 2 new regional Australia Visas. These visa for skilled migration to Australia will be available from November 2019. 

The two new Australia Visas for skilled migration are:

  • Subclass 491 Skilled Work Regional Visa: Present 489 visa is being replaced with the new category of regional visa for skilled migration to Australia. This Australia visa is capped at 14,000 places per year. Eligible candidates must be below 45 years and can have a state government nomination, or be sponsored by a resident family member. 
  • Subclass 494 Skilled Employer-Sponsored Visa: It replaced the current 187 (RSMS) visa and it is capped at 9,000 places per year. The eligible applicant must be less than 45 years old and mandatorily requires employer sponsorship. 

In addition to the above announced temporary visa for skilled migration to Australia, Subclass 191 enables residents on subclass 491 or 494 to apply for Permanent Residence (Skilled Regional) in Australia. This will only commence from November 2022. 

Additional one-year Australia visa for International graduates from regional institutions:

The new Australia Visa will allow international graduates to have temporary residence for an additional one-year with post-study work permit. Such international graduates must graduate from the regional campus of a registered institution. They must also be an ongoing residence in a regional area while holding their subclass 485 Graduate Australia Visa. 

New Parent visa:

A relief to foreign born Australian citizens and permanent residents. They can now bring their parents for a continuous period of up to five years under the new Parent Australia visa. The total number of Australia visas issued is capped at 15,000 per year.

Extra points for skilled migration to Australia:

Australian immigration was based on the fact to welcome overseas talent to augment their economic growth. Keeping the very principle alive, the government has made the following changes: 

  • An additional 10 points for applicants with a skilled spouse and for those without a spouse. 
  • An additional 5 points for Visa applicants sponsored or nominated for a regional Australia Visa.
  • Extra points for qualifications in STEM subjects. 

Changes in health conditions and disability threshold for Australia PR:

An immigration applicant with a permanent medical condition will no longer be assessed on lifecare cost. Before the change, Australia Visa was issued to applicants with an annual health requirement cost less than $40000 which has now been increased to $49000. 

This means more applicants with a permanent medical condition can successfully get an Australia Visa. 

New Occupation Ceilings for 2019-20:

New occupation ceilings for 2019-20 has given another boost to skilled migration to Australia. High ceilings are fixed for most of the skilled occupations in Australia. 

For the year 2019-20, the occupational ceiling for Registered Nurses is more than 17,000. The ceiling for Electricians, Carpenters, Secondary school teachers and Software developers is more than 8,000, while the ceiling for music professionals, economists and cartographers has been fixed at 1000.

New Business & Skilled Migration to Australia Queensland programs:

Business and Skilled Migration to Queensland (BSMQ) that was closed until mid-2019 is now open for registrations. Express of Interest submitted for SkillSelect will not be considered as skilled migration to Australia has undergone major changes via replacing subclass 489 visa with new categories of regional Australia Visas. However, registrations for BSMQ Business program remain open.

New South Australia Immigration rules come into effect:

The new Skilled Occupations List and the Supplementary List for South Australia immigration 2019-20 added new occupations to the list of 275 occupations. The new list includes occupations connected to Trade, STEM, Social Welfare, ICT, and Health. 

South Australia will continue to sponsor skilled migration to Australia with at least 80 points. High Points required for ICT occupations remain at 75. However, candidates currently working & overseas graduates in South Australia require only 65 points for state sponsorship. 

Cap lowered for Metropolitan Skilled Migration to Australia:

As a consequence of increasing population in major Australian cities like Sydney, Melbourne, Perth, Brisbane and the Gold coast, the government is promoting skilled migration to regional areas of Australia. 

The annual quota of Skilled Independent Visas has been slashed from 43000 to about 18000 for next four years. It translates to the fact that temporary residence period for skilled residents in Australia will be prolonged even further. However, cut in metropolitan skilled migration has resulted in increase in immigration intake in regional areas of Australia.

  1. Misuse of your temporary Australian visa

Alberta Province:

Canada PNP of Alberta has an overwhelming nomination allocations target of 6,000 for 2019 alone. Nearly 2,476 nominations have already been issued by the provincial authorities as of June 17.

Canada PNP in Alberta is also known as The Alberta Immigrant Nominee Program (AINP). Express Entry linked with AINP made 3,554 invitations available to apply in 2019 so far with ranking scores as low as 300. Such a low score indicates easier access for more overseas immigrants to enter Canada.

British Columbia is also issuing weekly invitations outside the Express Entry System under other skilled workers categories.

The provincial authority has used its Canada PNP to issue invitations to Express Entry candidates with work experience as financial auditors and accountants and early childhood educators and assistants.

The province welcomes a total of 5,970 new permanent residents in 2018 alone. The data on nominations issued in 2018 shows a total 1,400 invitations issued under Canada PNP of Nova Scotia. Majority of invites were extended to three Express Entry-linked streams.

Nova Scotia is located on the Atlantic Coast of Canada and it is the second-smallest province in terms of area. The ocean influence on Nova Scotia keeps the summer warm. The economy of Nova Scotia has traditionally lagged behind the rest of Canada in terms of growth. It is dependent on defence and aerospace industries. New Brunswick:
