The much-awaited changes to the selection draw criteria of Express Entry candidates have been announced. Canada will now issue targeted Invitation to Apply (ITA) to those Express Entry profiles with a strong French language proficiency or more work experience in the following fields:
- healthcare
- science, technology, engineering, and mathematics (STEM) professions
- trades, such as carpenters, plumbers, and contractors
- transport
- agriculture and agri-food
Canada’s Immigration Minister Sean Fraser tweeted, “Exciting news! Canada’s Express Entry is now implementing category-based selection! This game-changing new process will help tackle labor shortages & boost our economy, while prioritizing French-proficient candidates.”
Category-based draws were in the reckoning soon after Canada passed C-19 bill in June 2022. The minister for immigration can now authorize the selection of targeted skilled immigrants based on Canada’s labor market demands and economic priorities.
The 2023-2025 annual targets for Express Entry landings (principal applicants, spouses, and dependents)
- 82,880 in 2023
- 109,020 in 2024
- 114,000 in 2025

New Selection Categories for Express Entry ITAs may be Temporary
IRCC chose the new six categories after public consultation with provinces and territories, members of industry, unions, employers, workers, worker advocacy groups, settlement provider organizations, and immigration researchers and practitioners.
It is likely that new categories may be added or existing categories may be revised based on the periodic report submitted by IRCC to Parliament.

Direct Canada PR with Express Entry
Canada Express Entry is a database management system for permanent residency programs – the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skills Trades Program (FSTP).
The FSWP is the main pathway to welcome skilled immigrants, while the CEC benefits temporary residents like international recent graduates with a minimum of one year of experience to qualify for PR via Canada Express Entry.
The new Express Entry draws under the new categories will start later this summer.
