Canada’s new mandate letter: 400000 immigrants get their PR

The mandate letter sent by Canadian Prime Minister Justin Trudeau to Marco Mendicino, the Immigration Minister of the country, has revealed the new priorities set by Canada for immigration. The mandate letter is the most important policy document for the immigration department of Canada. The mandate letter, issued in January, supplements the earlier one which was sent by Trudeau to Mendicino in December 2019. The latest mandate letter has once again reiterated that immigration is central to the economy and society of Canada.
The new mandate letter comes on heels to Canada’s announcement of the historic Immigration Levels Plan for 2021-2023. As per the Plan, the country will be welcoming more than 400,000 immigrants per year.

The key priorities outlined in the new mandate letter:

  • Canada will continue to welcome new immigrants with an aim to support economic growth and post-COVID recovery. This will be done mainly by enhancing sectoral and regional pilot programs as well as by expediting family reunification.
  • Continue to take measures for providing permanent residence pathways to those who have offered services related to healthcare in long-term care homes, medical facilities and those who have provided other essential services during the coronavirus pandemic.
  • Continue to work with other cabinet members for protecting the health and safety of Canadians by managing the country’s ports of entry in a responsible and compassionate manner.
  • Identify additional permanent residence pathways for temporary foreign workers.
  • Work with the Minister of Employment, Workforce Development and Disabilility Inclusion for protecting those workers who are vulnerable to COVID-19. Secure enough workers to fill the labour needs in farming and food processing sectors.
  • Continue to work with the provinces and territories of the country for providing settlement supports to newcomers that can include French language training.

 

The underlying theme of the new mandate letter is that Canada will continue to operate its immigration system in the best possible manner during the pandemic period so that it can utilize the skills and talents of newcomers for the country’s economic recovery during the post-pandemic period. It adds to the goals already outlined in the earlier mandate letter released in December 2019.
